Actually that little corner adjacent to Canoonda Rd was recently upgraded with the new hanger/base for the RACQ rescue service.

Rockhampton receives very frequent civilian and military international traffic of oversized aircraft, CAT D, E and H, i.e. A330MRTTs, C-17s, C-5s, An-124s etc. These aircraft are larger and have a longer fuselage. During approach, there is a great difference between the fuselage centre (or main landing gear) position and cockpit eye height.

Should the PAPI be aligned with the aim point as usual (MEHT 50'), even though the cockpit would be on the correct glide path, the rest of the aircraft fuselage will not, and risk landing short, or compromising distance margins from threshold start. As such, PAPIs are adjusted further to prevent this. This is not unique to Rockhampton, many other airports, mainly international airports that serve types such as B744, B748, B77W, A359 etc. have visual approach slope guidance MEHTs higher than 50', displaced further down from the aim point marker.
