This is what I see - I reproduced it with an empty Community folder except the 3 folders for this scenery. The lights outside seem to be fine.

EDIT: I realized after posting what I just said, of course the asset packs all have to be there too. And I realized I never had the EFHK pack (flightsim.to had a green checkmark but it must have been from long ago). As it turns out, that was what I needed for the indoor lights.
